3. ADOPTION OF RULES GOVERNING MEETINGS

Mobile Home Delinquencies (36)
Finance Director Mike Walsh initiated a general discussion regarding the approximately $200,000 in taxes owed on 36 mobile homes that the Administration deems uncollectible. Mr. Walsh suggested that the liens be bundled and/or otherwise sold, with the understanding that the most viable bidders would be either the individual owners of the mobile homes and/or the mobile home park companies that own the land.

to recommend to the Town Council to permit the Administration to issue
a Request for Proposal (RFP) for a tax lien sale for delinquent mobile
homes as referenced on the October 30, 2007 delinquency report.

Property Tax Len Sales ($821M)
Finance Director Mike Walsh initiated a general discussion regarding the $821,000 in taxes owed on 50 properties in town. Mr. Walsh expects that as many as 20 of these property owners will contact the Administration once the RFP goes out and payment plans will be set up with the property owners. Chair Horan discussed the success of the first three tax lien sales, which also operated to have several property owners get on payment plans, and which resulted in the town obtaining bids of approximately 103% of the amount of taxes due.

properties listed on the delinquency report attached to the memo of
December 3, 2007 from Mayor Melody A. Currey to Town Council Chair
Richard F. Kehoe.
